Implementing ISO/IEC 42001 and AIPGF in Project Environments

The adoption of AI across industries has unlocked opportunities for innovation and efficiency. However, this technological acceleration is accompanied by a complex world of ethical, legal, and operational risks. In response, the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC) introduced ISO/IEC 42001:2023, the world’s first international standard for an Artificial Intelligence Management System (AIMS) [1].

For organisations developing or deploying AI, particularly within a project-based structure, the implementation of ISO/IEC 42001 is not merely a compliance exercise – it is a strategic imperative. This article provides a comprehensive guide for project managers, C-suite executives, and compliance officers on integrating the ISO/IEC 42001 framework into the projects that use AI assistance, ensuring responsible, ethical, and legally compliant AI development and use.

The Mandate for AI Governance: Why ISO/IEC 42001 Matters

ISO/IEC 42001 provides a structured, auditable framework for establishing, implementing, maintaining, and continually improving an AIMS. It is designed to help organisations manage the risks associated with AI, including issues of bias, transparency, accountability, and data governance [2].

The standard’s significance is amplified by the global regulatory environment. While the UK and US approach AI regulation with different strategies – the UK focusing on a pro-innovation, sector-specific approach, and the US emphasising pro-innovation witth risk management through frameworks like the NIST AI Risk Management Framework – the core principles of responsible AI governance are universally recognised [3]. Furthermore, for organisations operating internationally, particularly those engaging with the European Union, ISO/IEC 42001 offers a powerful mechanism for aligning with the stringent requirements of the EU AI Act [4].

Integrating ISO/IEC 42001 into the Project Lifecycle

The successful implementation of ISO/IEC 42001 is fundamentally a project in itself, and its principles must be woven into the fabric of every AI development project or project that uses AI assistance. The standard follows has four phases: PLanning and Context; Implementation and Operation; Performance Evaluation; and Improvement.  These easily map onto the AI Project Governance Framework (AIPGF) life cycle phases.  The AI Project Governance Framework includes any project that uses AI assistance, including, but not limited to, projects that build AI systems.  The explanation below is tailored to projects that are building AI systems, which is the primary focus of ISO/IEC 42001.

 

Phase 1: Planning and Context 

This phase is critical for setting the scope and foundation of the AIMS within the project.

1. Establish the Context of the Organisation (Clause 4):  The project team, led by the Project Manager, must clearly define the scope of the AI system, including its intended purpose, the context of its use, and the specific AI policies it will adhere to. This includes identifying all interested parties (users, regulators, data subjects) and their requirements.
2. AI Risk Assessment (Clause 6.1): This is a mandatory and foundational step. The project must conduct a comprehensive risk assessment that goes beyond traditional IT risks to cover AI-specific hazards, such as algorithmic bias, lack of explainability, and potential for unintended consequences. The output is a Risk Treatment Plan that dictates the necessary controls.
3. Define Roles and Responsibilities (Clause 5.3):  Top management must ensure that clear roles are assigned. In a project context, this means defining the AI Governance Officer (often the Compliance Officer or a dedicated role), the  Model Owner (often a product manager or senior developer), and the  Project Manager who is accountable for integrating the AIMS into the project schedule and budget [6].

The AI Project Governance Framework provides practical steps, templates and worked examples for achieving the requiresments in the Planning and Context (AIPGF Foundation) phase.

 

Phase 2: Implementation and Operation 

This is where the project team executes the plan, with the AIMS controls becoming integral to the development process. 

Control Implementation (Annex A): The controls selected from the Risk Treatment Plan are implemented. Annex A of ISO/IEC 42001 provides a catalogue of AI-specific controls. For a project manager, this translates into specific tasks and milestones:

  • A.6 AI System Life Cycle:  This is the core of the project. It requires controls for data acquisition, model design, testing, deployment, and retirement. The project plan must incorporate mandatory steps for bias detection, fairness testing, and validation against the intended purpose.
  • A.7 Information and Documentation: The project must generate and maintain a Technical Documentation file, which is a key requirement for high-risk AI systems under the EU AI Act. This includes the model card, data lineage diagrams, and the design history file [7].
  • A.8 Resources:  This control ensures that the project has the necessary resources, including competent personnel trained in AI ethics and compliance, and the necessary infrastructure for secure AI development.

Data Governance and Quality: The project must implement robust data governance policies (A.6.2). This involves ensuring that training data is suitable, free from harmful biases, and that its provenance is tracked and documented. The Project Manager must allocate time for data quality checks and ethical data sourcing [8].

Transparency and Explainability:  The project must define the required level of transparency for the AI system (A.6.3). This is a critical deliverable for the C-suite and Compliance Officer, as it directly impacts user trust and regulatory reporting. The project may need to develop specific explainability tools and user-facing documentation to meet this requirement.

This phase maps onto the AI Project Governance Activation Phase.

 

Phase 3: Performance Evaluation 

Once the AI system is developed and deployed, the project’s focus shifts to monitoring and review.

  • Monitoring, Measurement, Analysis, and Evaluation (Clause 9.1): The project must establish metrics to continuously monitor the AI system’s performance against its intended purpose and the AIMS objectives. This includes monitoring for drift, bias, and unexpected outcomes in the production environment.
  • Internal Audit (Clause 9.2): The Compliance Officer or an independent internal audit team must conduct periodic audits to verify that the AIMS, as implemented by the project, conforms to the requirements of ISO/IEC 42001. The Project Manager is responsible for providing all necessary documentation and evidence.
  • Management Review (Clause 9.3): The C-suite must periodically review the AIMS to ensure its continuing suitability, adequacy, and effectiveness. This review is a crucial checkpoint for the C-suite to maintain accountability and strategic oversight of the AI portfolio.

Phases 3 and 4 of the ISO/IEC 42001 standard map on to the AI Project Governance Evaluation Phase, which incorporates lessons learnt and continuous improvement.

 

Phase 4: Improvement 

The final phase ensures the AIMS is a living system that adapts to new risks and regulatory changes.

  • Nonconformity and Corrective Action (Clause 10.1): Any nonconformities identified during monitoring or audit must be addressed through a formal corrective action process. For a project, this often means a post-implementation review to capture lessons learned and apply them to the next AI project.
  • Continual Improvement (Clause 10.2):  The organisation must continually improve the suitability, adequacy, and effectiveness of the AIMS. This includes updating AI policies and controls based on new regulatory guidance (e.g., updates to the EU AI Act or new US state laws) and technological advancements.

The successful implementation of ISO/IEC 42001 in a project environment hinges on the clear delineation of responsibilities among the key stakeholders.

ISO/IEC 42001, the EU AI Act and the AI Project Governance Framework 

For organisations with a global footprint, the alignment between ISO/IEC 42001 and the EU AI Act is a significant advantage. The EU AI Act defines  what must be achieved (the legal obligations), while ISO/IEC 42001 describes how to run, evidence, and continually improve an enterprise AI governance programme [9]. The AI Project Governance Framework provides practical guidance on how to ensure ethical, efficient and effective human-AI collaboration on any project that uses AI assistance, whether the project is building AI solutions or other solutions.

By implementing the ISO standard, organisations are effectively building the “operating system” that makes EU AI Act compliance repeatable and auditable. For instance, the Act’s requirements for Robustness, Accuracy, and Cybersecurity are directly addressed by ISO/IEC 42001 controls related to testing, validation, and secure development practices (A.6.5, A.6.6) [10]. The Act’s focus on Transparency and Human Oversight is operationalised through the AIMS’s requirements for explainability documentation and defined human-in-the-loop processes (A.6.3, A.6.4).

Implementing ISO/IEC 42001 in AI project environments is a complex but essential undertaking. It demands a collaborative effort, led by the C-suite’s strategic vision, executed by the Project Manager’s disciplined approach, and validated by the Compliance Officer’s rigorous oversight.

In an era where AI is rapidly becoming a core business function, the ability to demonstrate responsible, ethical, and legally compliant development is a powerful differentiator.
